Since the Islamic State did not include the entire world, peoples and countries ruled by a non-Islamic authority remained outside its authority. This led to the division of the world into Muslims and others and resulted in the division of the earth into Islamic lands and non-Islamic lands. Islamic lands are not devoid of non-Muslims, and non-Islamic lands are also not devoid of some Muslims. This results in the existence of social interaction between the people of these lands, and the occurrence of relationships and transactions between them, between a Muslim and his brother, or a non-Muslim, and because of this difference, such as murders and others. In fact, this topic is one of the scattered topics scattered in various sections of jurisprudence. I discussed these points as follows: The first introductory chapter: In it I discussed the meaning of the lands, their differences, and their divisions, the definition of each division, the basis for this division, and an explanation of the location of Dar al-Islam from others. Chapter Two: I discussed the impact of differences in residence on the crime of murder. The first topic: The effect of different homes on retaliation. The second topic: The effect of the difference in residences on the crime of obligating blood money. The third topic: The effect of different countries on the crime of the obligation of expiation. Section Four: The conclusion, which contains the most important results of the research
